You can purchase a voice pass for $1.99/day or $14.99/month that will get you internet on a cell tower when not around a wi-fi signal, and/or a data pass for $14.99/month.
You do need to purchase an Android phone from them. The cost of the phone they're offering as of this writing is $99.00

You probably didn't know that your smartphone emits a signal that allows you to be tracked by marketers and retailers when you enter stores and retail establishments. You can stop many marketers from being able to track you by visiting SmartStorePrivacy.org and opting out of Mobile Tracking. Click "Take me to the opt out." You will then need to read the instructions for how to find your Wi-Fi or Bluetooth address, so that you can provide that information.
