If you're looking for free cell phone service, I'm on the case! Below, I've listed two providers that currently offer free services, and since most of the free services that are popping up rely heavily on Wi-Fi signals, I can guarantee you that many more companies will be offering "free" services in the coming months and years - so keep checking back. I'll keep you posted. These plans only provide the services, you will need to purchase their phone.

FreedomPop

FreedomPop provides absolutely free cell service without a contract. Since it is still available in limited areas, you will need to input your Zip Code to check availability for your area. If it is not currently available in your area, they will notify you via email when/if service is available in your area. The free package includes: 200 Free Voice minutes, 500 Free Texts, and 500MB of Free Data every month.  A phone purchase is required.

Scratch Wireless

Scratch Wireless offers a no-contract, no-ad, free cell phone plan that includes: unlimited free talk/minutes when wi-fi is available, free texting and unlimited data. Texting doesn't require a wi-fi signal and is always free! If you don't care about purchasing the passes, and you're content with texting when you're away from a wi-fi signal... then you're set! According to Cisco, you are near a wi-fi signal almost 80% of the time. You can purchase a voice pass for $1.99/day or $14.99/month that will get you internet on a cell tower when not around a wi-fi signal, and/or a data pass for $14.99/month.  

You do need to purchase an Android phone from them. The cost of the phone they're offering as of this writing is $99.00

Register your home and cell number for free to help stop telemarketing calls. It will take 31 days after registering, then if the same telemarketer continues to call you, you can file a complaint at this same website.

Opt Out of Mobile Tracking

You probably didn't know that your smartphone emits a signal that allows you to be tracked by marketers and retailers when you enter stores and retail establishments. You can stop many marketers from being able to track you by visiting SmartStorePrivacy.org and opting out of Mobile Tracking. Click "Take me to the opt out." You will then need to read the instructions for how to find your Wi-Fi or Bluetooth address, so that you can provide that information.
